Since the signing of the Charter of the Southeast Asian Ministers of Education Organization in early February 1968, the activities of the organization had expanded and intensified. Accordingly, a financial system had to be designed to achieve the following objectives during the 6th SEAMEC in Saigon, Jan 1-14, 1971.
* To satisfy the information requirements of SEAMEC, SEAMES, Regional Centres, host countries, and donors; and
* To effectively achieve uniformity and consistency of accounting and reporting.
