This annual report for 1977, being the last to be submitted by the present SEAMES Director*, as his term of office will expire on February 7, 1978, an evaluative review of his three years with SEAMEO has been included as an appendix to this report. Although written from a personal point of view, the review is a veritable resume of the work of the Secretariat, and to a certain extent, of SEAMEO as a whole, from 1975 to 1978.
