This annual report of 1978, like all other annual reports of the Secretariat, is prepared for submission to the Council and it will be made available to member countries, associate members, other governments and those organizations, agencies and foundations that were involved in one way or another with the many activities and programme of the Organization.

It has three sections. The first section reports in detail the work and activities of the Secretariat. The second section deals with the fund-raising missions undertaken by the Secretariat to raise funds for the Organization as a whole. The third section summarizes some of the major achievements attained by the other SEAMEO Units during the year under review.
