As Vietnam plans to establish a comprehensive Law on Lifelong Learning, the experiences of other nations, particularly Korea, offer valuable insights. This paper examines Korea’s Lifelong Education Act and its associated governance and implementation strategies to draw lessons applicable to the Vietnamese context. By integrating these lessons with Vietnam’s socio-economic and educational landscape, this paper provides tailored recommendations for the development of Vietnam’s Lifelong Learning Law. The focus is on creating a robust legal framework, promoting decentralised governance, fostering public-private partnerships, ensuring equity and accessibility, leveraging technology, and instituting quality assurance mechanisms. These strategies are aimed at supporting Vietnam's goal of becoming a modern industrialized nation by 2035, as outlined in its national development plans.
