This observer manual is part of a classroom observation package. It was designed for the ASEAN-UK SAGE programme to study the teaching of Grade 2 Khmer language under the proof-of-concept project for Cambodia (Strengthening M&E capacity for foundational learning outcomes).

The package can assist researchers and practitioners to gather evidence of teaching practices for early grades reading.

It consists of a codebook, lesson observation record, teacher survey, observer manual and lesson videos. It was supported by a 9-day training programme.

The observer manual details data collection principles and protocols and provides a summary of the tools, which were expanded on during the training program. Both English and Khmer versions are available in this one document.

The package can be adapted and applied in low- and middle-income countries. It can be used by local observers (regardless of their teaching or observation experience), to consistently and reliably make observations.
