Strengthening Retention through Teaching at the Right Level (TaRL) in Cambodia

This report examines the Cambodia pilot of Teaching at the Right Level (TaRL), implemented from May 2025 to February 2026 under the ASEAN–UK SAGE programme. The pilot supported 821 Grade 4 and 5 students in 32 public schools across Battambang and Kampong Cham through targeted after-school instruction in Khmer literacy and mathematics. Delivered within existing government structures, the programme combined adapted learning materials, cascade training, mentoring, and digital data use through the Primary Learning Platform. Results showed strong gains: literacy performance at paragraph level or above rose from 39% to 85%, while numeracy at subtraction level or above increased from 42% to 99%. The report highlights key lessons on contextual adaptation, system integration, mentoring, and data-informed instruction, and offers recommendations for strengthening future implementation and potential scale-up in Cambodia.
