Organized by the Ministry of Education, Malaysia and the Southeast Asian Ministers of Education Secretariat on 9 to 12 October 1995 Langkawi, Malaysia. This was in response to the decision made by the SEAMEO Council at its 30th SEAMEC Conference held in Kuching in January 1995. The purpose of the workshop was to create strategic change within the organization to enhance its relevance and responsiveness to adapt and meet the demands and challenges of the changing environment.
