This report covers the period from the Second Governing Board Meeting, held in Kuala Lumpur, on 17 January 1970 to the end of the Third Governing Board Meeting, held in Singapore, from 2-4 November this year. It is prepared for the Fifth Meeting of the SEAMEO Project Directors and High Officials to be held in Bangkok, 10-13 November 1970.
The report will deal with the activities of the Interim Project Office, relative to the acquisition of the Center's seat in Singapore, the recruitment of personnel, the planning for the building of the Permanent Center in Saigon, the Training and Research Programme at the Center, the problems encountered in the course of these activities, and the Third Governing Board Meeting held in Singapore, 2-4 Nov 1970.
